Cat joined HM Treasury in 2020 as Director-General Public Spending coming from her role as Director General Finance at the Ministry of Defence which she held since 2017. Cat is a chartered public finance accountant and spent over a decade working at accountancy firm PwC dedicated to Government and Public Sector finances. She joined the Civil Service in 2013 first at the Legal Aid Agency before moving onto a role as the Group Finance Director at the Ministry of Justice.
She has overseen a number of finance transformation programmes, leading the Modernising Defence Programme and instigated the Financial Improvement Programme at the Ministry of Defence and overseeing all aspects of financial management and supporting prison reform, courts reform and transformation programmes at Ministry of Justice. Most recently she has taken on the role as Interim Head of the Government Finance Function.
